Continuing Medical Coverage through SAIC's VMCP
SAIC's Voluntary Medical Continuation Plan (VMCP) allows eligible individuals to continue medical coverage upon the expiration of Federal COBRA continuation coverage. Spouses and other eligible dependents are also eligible to continue coverage if they were covered as eligible dependents upon the expiration of Federal COBRA continuation coverage. Please note that dental and vision coverage are not available through the VMCP program.
Some state laws may offer additional COBRA benefits. For more information, review the insured plan's Evidence of Coverage booklet. You are not eligible for both the VMCP program and the state mandated COBRA.
Who Is Eligible for VMCP*
- A participant must be between the ages of 45 and 65 and have at least 5 years continuous service with SAIC. Age plus years of service must equal 55 or more;
- The spouse and/or dependent children of an eligible participant who were covered under the plan once Federal COBRA continuation coverage had expired;
- Active SAIC participants who are no longer eligible for benefits (such as consulting employees and employees on leave of absence) who meet the above criteria are also eligible.
*Domestic Partners are ineligible for VMCP.
Coverage Options
- If a participant is enrolled in an SAIC self-insured plan (MedBasic, MedPlus, Catastrophic or Out-of-Area) then the participant may enroll in the Aetna Open Choice Core (90k) or Aetna Open Choice Low (90k) PPO plan or in an Aetna HMO plan if SAIC offers one in the participant's service area;
- If a participant is enrolled in an HMO plan that offers VMCP coverage then the participant may continue participation in the HMO plan or may elect to enroll in the Aetna Open Choice Core (90k) or Aetna Open Choice Low (90k) PPO plan;
- If a participant is enrolled in an HMO plan that does not offer VMCP coverage then the participant may elect to enroll in the Aetna Open Choice Core (90k) or Aetna Open Choice Low (90k) PPO plan; and
- VMCP coverage must begin immediately upon the expiration of Federal COBRA continuation coverage.
How to Continue Coverage Through VMCP
- SAIC's VMCP program is administered by CONEXIS;
- Prior to the expiration of a participant's Federal COBRA continuation coverage, CONEXIS will notify the participant of his/her VMCP options, along with VMCP premium information;
- The participant will be charged the plan's full premium plus additional administrative fees;
- If a participant wishes to continue medical coverage through the VMCP program, then the participant must notify CONEXIS and submit the 1st month's premium within 30 days of his/her Federal COBRA termination date; and

How Long VMCP Coverage May Last
VMCP coverage will terminate on the earlier of:
- The participant's 65th birthday;
- The date the participant becomes eligible for Medicare;
- The date the participant becomes covered under another group medical plan;
- The date of remarriage (for a surviving spouse);
- The date that the participant or covered dependent ceases to be eligible for coverage;
- The end of the month for which timely premium payments have been received;
- The date that the plan terminates or
- The date that the plan terminates VMCP coverage.
Remember: Participants must notify CONEXIS and submit the first month's VMCP premium within 30 days of his/her Federal COBRA termination date.
